How a transfer works

  1. 1Buyer and seller complete biometric verification at a NADRA-linked point.
  2. 2Submit the transfer form, original registration book or card, CNIC copies and the sale letter at the excise office.
  3. 3Pay the transfer fee, FBR’s s.231B(2) tax and any CVT on the challan.
  4. 4Collect the new registration card or book in the buyer’s name.

General steps; your excise office may ask for more documents.

Before you pay for a used vehicle

Check the registration on your province’s official vehicle verification service, make sure there is no hire-purchase (bank) endorsement, and match the chassis and engine numbers with the papers.

Questions

Who pays the transfer fee, buyer or seller?

The law collects it when the registration moves to the buyer, so the buyer normally pays; the two can agree otherwise. FBR’s s.231B(2) tax is collected from the buyer and depends on the buyer’s filer status.

Does the FBR transfer tax go down with age?

Yes. FBR’s rate card says the s.231B(2) amount falls by 10% for each year since first registration in Pakistan, so it reaches zero after ten years.

Is a motorcycle transfer taxed by FBR?

No: motorcycles up to 200cc are outside s.231B. You pay only the provincial transfer fee (and in Punjab the lifetime token on transfer within ten years).

What about KP and Sindh?

We could not read an official transfer-fee table for KP or Sindh. FBR’s s.231B(2) applies everywhere; ask the excise office for the provincial fee.
